Ok, running `mvn rat:check` on OSX with Apache Maven 3.0.4 runs org.codehaus.mojo:rat-maven-plugin:1.0-alpha-3
and returns more files missing licenses than expected.

Running `mvn org.apache.rat:apache-rat-plugin:check` in the same environment runs org.apache.rat:apache-rat-plugin:0.7
and produces the expected 53 files missing licenses. I'll have to investigate the difference
between the two plugins, but this may be as simple as configuring the "correct" plugin via
