The service that presently sorts the logs.  That service would be replaced by a service that
can read the WAL, and keep only the mutations that come after the id in the !METADATA table.
 It could sort the mutations in memory, flushing them out to files as needed.  At the end
of the file, it can add the files  to the tablet and remove the WAL reference.  Tablet servers
should refuse to load a tablet that has WALs.
