With this approach, the reader could perform in-memory sorts for all the tablets.  It might
need to flush those sorted buffers, but it would avoid the problem described in the google
paper: 1000 tablet servers start reading the file all at the same time.  While we're at it,
we can remove the define tablet entries in the logs.  Now that we're using tableIds, they
are short enough to use directly.  No need to use artificial ids and the complexity that they
introduce.
