I am thinking of two primamry use cases for this.  If T is the number of tservers, then doing
the following two long runs.

 * Run with N=2^ceil(log2(T)-1)
 * Run with N=2^ceil(log2(T))

So in one case it stops short of killing all the tsevers and in the other case it always kills
all of the tservers on the last iteration.
