Two tservers were complaining constantly "Unable to find tablets that overlap file" during bulk import operations.  Restarting those tablet servers caused the complaints to stop.

 # cannot tell from the message what exception occured
 # it seems likely that the tablet locator cache might not have been cleared on an exception in findOverlappiongTablets
