ACCUMULO-803-3.patch has some of the changes I suggested making, but not all.  Its basically
the result of me applying Drew's patch and experimenting with it.  I threw some code in MiniAccumuloClusterTest
just because it was an easy place to experiment from Eclipse, I do not think this should be
the final resting place for this code.
