Just to clarify the scope of this feature, is it encryption at the database level, user level,
table level, locality group, etc? It appears to me that creating an encryption codec and plugging
it into the HDFS layer is what is being suggested for 980 and 981, which would be database
level I think. Why is the implementation for 958 not the same?
