A simple workaround for 1.4 and 1.5 may be to add "flush -p .*" as a first step in the shutdown

I saw it minor compacting just one tablet at a time.  In another shell, I forced a flush,
and the data was pushed out much more quickly.  It would be nice if the minor compaction threads
could be used to make shutdown run more quickly.
