This means we have a single $HADOOP_HOME directory with it's libs in the root, the conf directory in $HADOOP_HOME/conf, etc. This does not play nicely in provisioned installs, such as that of Rocks+ and BigTop. I think this may be as simple as leveraging $HADOOP_CONF_DIR instead of expecting $HADOOP_HOME/conf to work.
