Bulk import is limited to the file system that accumulo is using.  Up to now, there was no
file system in MockAccumulo.  The primary use case for MockAccumulo is to write fast unit
tests without having to spin up other services (hdfs, zookeeper).  Providing full paths isn't
really the answer, because you can't bulk-import from an arbitrary file system in the real
accumulo.  If you allow the user to pass a file system to MockInstance, the user (the test
writer) has full control over the selection of the filesystem.
