Is the lack of configuration an extraordinary case in which the normal usage shouldn't be
printed?

The `bin/accumulo` usage is generated and printed by the Java class `org.apache.accumulo.start.Main`.
In the current form of `bin/accumulo`, you cannot run Java without having `accumulo-env.sh`
created (as its need to build the classpath). It might be possible to modify the `bin/accumulo`
to call the `Main` class with the environment set up by `accumulo-env.sh`.
