In looking into this, I noticed that setBlockSize hasn't worked since we stopped writing MapFiles.
 I've added new, working set methods to AccumuloFileOutputFormat, and made RFileOperations
check for parameters in the Configuration before using the ones from AccumuloConfiguration.
