While doing some experiments related to ACCUMULO-549 I was looking at mutations.  I noticed
the following mutation and thought it was odd that it was deleting and setting the last location.
 The delete will win because it sorts first.  Looking at the code this happens on the first
compaction after tablet load when the last and current location are the same.  Need a check
to make the delete conditional and only do it when last and current differ.
